In April 2006, CHEKPEDS submitted to the New York Metropolitan Transportation Council a request for funding that emphasized the current issues and the long list of improvements the Communiyt Board 4 had requested over the years.
With the support of our elected officials, NYCDOT accepted to be the sponsor of the study. DOT converted our request for funding into a Program description that was officially included in December 2006 in the region’s budget submission to the federal governement for the Unified Work Program. In April 2007, the federal funds were approved and the study started in July 2007.
The study is slated to last two years , with short term solutions identified mid 2008.
The federal guideline makes the funding of these projects contingent on an extensive community participation in the process.

Four Clinton/Hell’s Kitchen Block Associations Support DOT’s Traffic Study of 9th Avenue Lincoln Tunnel accesses, ramps and exits.
An e-mail survey conducted by Martin Treat to Elke Fears, Allison Tupper, Rebececca Losic and Linda Ashley of 47/48, 46, 45 and 44th Street Block Associations, respectiovely, shows enthusiastic support for the Hell’s Kitchen Traffic Study. The spill back traffic and gridlock on 9th Avenue because of vehicles lined up for the Lincoln Tunnel has a terrible effect on the community. These leaders were asked, is this premise correct? They responded unanimously that it was. “I couldn’t be more in agreement with the need to deal with the ramp situation,” Ms Losick wrote regarding Ramp C (37th ST.), “Just yesterday my neighbor said she almost got hit crossing the street over there (6/28).” Two respondents thought the study was too slow and worried that it may not lead to necessary changes and wanted NYCDOT to hurry up. “Who could be against such a study?” Ms Tupper wondered. “A study of Ramp C is vitally important for the over all study. It’s like taking a leg out of a three legged stool!” writes Ms Ashley (44th St Better Block Assoc.). The entrance to the tunnel at W41 and 9th is also particularly terrible because of turning trucks and buses and the exit at Dyer and W42nd is often glogged. 9th Avenue is just asked to do too much and, hopefully, the study will lead to real relief for the community.
